You need some technology advances to get access to buildings that are essential for your economy and to idea groups I tend to start "lagging" in technology when I have two idea groups activated. The amount of power you can spend per month and thus the totalduration of the transition depends on the total base tax value of your nation. This is a very, very large question, and I doubt there is a short answer to it. During Westernization: You will need to plan ahead, as, strategically, you will be unable to participate in global politics much for more than 10 years, provided that you can pay monarch points quickly enough.

Attempting to face them with equivalent numbers simply doesn't work, however. The Polish army isn't quite as powerful as the Austrians and we're able to make demands on them to end hostilities. We demand the provinces of Bessarabia and Budjak, which we'll be able to release as the state of Moldavia once the war is over.

Due to Morocco and Granada's attacks on Austria's overseas minor allies, we are able to get out of this terrible war with a white peace. Moldavia is released as a vassal state to insulate our northern borders. One upside of the institution mechanic as opposed to westernization is that you actually get something from spending those monarch points. With westernization, you would just be spending a ridiculous amount of Mana and it wouldn't even pay back until way later, meanwhile you are probably falling behind in tech. At least with institutions, you actually get something from investing all of those points, which is a better province.

I prefer institutions, it closer reflects the reality of technological progress than the old method did. It's not enough for a nation's ruler to demand that it "Westernises" at a whim, there has to be material conditions to facilitate it, it didn't make sense in EU3 that some far flung nation could just "Westernise" without any contact with Europe just because the player is aware that Europe exists.
